Madam Saptieu Elizabeth Saccoh

Having served as the head of the OARG since her appointment by President Julius Maada Bio in 2018, Madam Saccoh has emerged as one of Sierra Leone’s distinguished and hardworking intellectual women. Under her guidance, the once-perceived ineffective office has evolved into a hub of efficient service delivery, addressing critical areas such as land documentation, business registration, Intellectual Property, and marriage procedures.

Madam Saccoh’s remarkable achievements have elevated her status among her peers and the Sierra Leonean public. Her success lies in transforming the OARG into a well-decentralized system, extending essential services beyond Freetown to all provincial headquarters towns across the country.

Recognized both locally and internationally, Madam Saccoh has received numerous awards for her innovative prowess and hard work. Described by her colleagues as a gem with remarkable leadership acumen, she has implemented transformative ideas, including the digitalization of a previously paper-based archive, the introduction of regulations about Intellectual Property, and the publication of marriage banns to combat bigamy.

Her commitment to accountability, improved work ethics of OARG personnel, and the creation of a conducive working environment have earned her accolades. Her initiatives, such as timely processing and signing of legal documents, have not only streamlined procedures but also enhanced client relationships, addressing the longstanding concerns of delays that plagued the office before her leadership.

As Sierra Leone anticipates the outcome, Madam Saccoh stands as a beacon of exemplary leadership, symbolizing the positive impact of visionary leaders in the public sector.
